The Canadian TSB reported the aircraft was seen at 7500 feet on radar although cleared to 7000 feet only. A Westjet Boeing 737-800 was maintaining 8000 feet, the separation between the aircraft reduced to 500 feet vertical and 2.0nm laterally where 3.0nm laterally or 1000 feet vertically were required.
